Job Summary
The Deputy Director at BISP is a senior managerial role responsible for overseeing the planning, implementation, and monitoring of BISP initiatives to ensure effective delivery of social protection services. The position requires strategic leadership, coordination with stakeholders, and compliance with program objectives to alleviate poverty and empower vulnerable households, particularly women.
Key Responsibilities
Program Management:
Lead the execution of BISP projects (e.g., unconditional cash transfers, BISP Nashonuma, Waseela-e-Taleem) in alignment with national policies.
Supervise district/regional offices to ensure timely disbursement of funds and resolution of beneficiary grievances.
Policy Development:
Contribute to the design and revision of program policies, ensuring alignment with Pakistan’s social protection framework.
Analyze socio-economic data from the National Socio-Economic Registry (NSER) to recommend targeting improvements.
Team Leadership:
Manage and mentor a team of officers, coordinators, and field staff to achieve program KPIs.
Conduct training sessions to enhance staff capacity in areas like beneficiary registration, compliance, and digital systems.
Monitoring & Evaluation (M&E):
Develop M&E frameworks to assess program impact and efficiency.
Coordinate third-party evaluations and audits to ensure transparency and accountability.
Stakeholder Coordination:
Liaise with federal/provincial governments, NGOs, and international partners (e.g., World Bank, UNDP) to secure resources and technical support.
Represent BISP in interagency meetings and public forums.
Compliance & Reporting:
Ensure adherence to financial regulations, procurement laws, and anti-fraud measures.
Prepare detailed progress reports for senior management and donor agencies.
Innovation & Technology:
Oversee the integration of technology (e.g., biometric systems, mobile banking) to streamline payments and reduce leakage.
